It appears the Torghast wings rotation is going away in Patch 9.2.5.
If you head over to Torghast on the 9.2.5 PTR, you'll notice that all six wings are available at the same time. There's no reason to have them all available for the sake of testing, as the 9.2.5 update doesn't include any Torghast updates.
While nothing has been officially confirmed by Blizzard, it appears the Torghast wing rotation is being removed in Patch 9.2.5. Currently on live servers, two Torghast wings are available at any given time.
