The new Blood Elf and Dark Iron Dwarf Heritage Armor weapons added in Patch 9.2.5 are no longer race locked as of the latest PTR build, which means they can be used for transmog on any character once obtained.
In a previous update, the weapons were exclusive to Blood Elves / Dark Irom Dwarves.
The new Blood Elf weapon appearances can be obtained by players at level 50 who already completed their Heritage Armor questline in Patch 9.2.5; the same applies to Dark Iron Dwarves and their weapons.
Veil-Touched Ranseur (Polearm)
The Dark Iron Dwarf Heritage Armor weapons are learned through 
Arsenal: Lavaforge Armaments, which is rewarded to Dark Iron Dwarf players at level 50 who completed their Heritage Armor questline.
Lavaforge Hacker (One-Handed Axe)
Lavaforge Bulwark (Shield)
Lavaforge Monolith (Two-Handed Mace / Staff)
This weapon acts as both a Staff and Two-Handed Mace.
