The man's winning entry was the third division one winner at the Altona Meadows Central Lotto store this year.
Central Lotto owner Bruce Zheng said the win wasn't only great for the winner, but also for his team "and the local community, especially during this tough time".
"We would love to send our best wishes and congratulations to our winner and their family. We hope this great winning helps them enjoy a wonderful life," Mr Zheng said.
