Mr Elliot can be seen standing at the open door of the driver's car, demanding his license.

After the teen refuses, the senior politician and his wife can be heard telling the driver to, "get out of the car" - as the heated exchange escalates.

Mr Elliot was cleared by police following an investigation into the incident when reports first emerged in 2019.

Mr Elliot said the 17-year-old male driver clipped his car and drove off on Windsor Road, Baulkham Hills, on October 17.

Mr Elliott denied grabbing the teenage driver's arm during the heated argument but admitted he claimed to work for the police.

"I spoke to him through the passenger's side. No one touched anyone," Mr Elliott said at the time.

However, he did admit he "blew up" when the youth refused to exchange contact details and swore at his wife.
