The easing of restrictions means gathering limits will move from 15 to 30 people in a home.

Premier Daniel Andrews said the increased gathering limit comes after 16 days of zero community transmission in Victoria.

"It's been a challenge for many people, but the reward is this long run of days without any community transmission, having run to ground that Black Rock cluster, the Vermont South case, having seen really significant testing numbers this couple of weeks and no additional cases for 16 days in the Victorian community," he said.

"That gives us confidence to make this decision."

There was one new case of COVID-19 detected in hotel quarantine today, which was linked to the Australian Open.

The further relaxing of restrictions comes after the state's mask mandate also eased this week, with face coverings now only mandatory in high-risk settings indoors such as supermarkets, shopping centres, hospitals, domestic flights, Ubers or taxis and public transport.

While Victoria's tough border controls with Greater Sydney, other parts of NSW and Brisbane have also eased.

All of Greater Sydney's local government areas which are currently deemed as red zones of risk will become orange, with the exception of Cumberland, from 6pm tonight.

The nine areas include: Blacktown, Canada Bay City, Burwood, Canterbury-Bankstown, Liverpool, Fairfield, Inner West, Parramatta and Strathfield.

Greater Brisbane and regional New South Wales, with the exception of Wollongong and Blue Mountains, will also move from an orange zone to a green zone, permitting unrestricted travel into Victoria.
