The party, held in Southbank, in the city's CBD, breached the state's strict social distancing and lockdown requirements resulting in harsh penalties for those involved.

"We issued every one of them infringements because they just can't do it," Commissioner Patton said.

"Some people are still not listening and if the only way we can get through to them to listen and to adhere to the directions is through us giving out significant fines, that's what we'll do.

"We'll have the ADF helping us in back of house and a lot of other areas and we'll be doing everything we can to make sure that the Victorian community is safe as a result of our enforcement."

The Victoria police assistance line has been flooded with calls from people reporting breaches of social distancing and lockdown rules, Victoria Police Minister Lisa Neville said.

"Our police assistance line has gone from during that May period to 60 or 70 calls a day, yesterday we had 810 calls," Ms Neville said.

"Some of that is people reporting bad behaviour and some of that is people seeking information."

Police are encouraging people to call the assistance line and assist authorities in enforcing lockdown measures.

"That line is available and please use that if you are aware of people obviously breaching these restrictions."
