The ACT has recorded 46 new cases of COVID-19 and a further death just hours before lockdown is set to ease across the territory.

The territory will officially emerge from lockdown at 11.59pm tonight, with a staggering 98.8 per cent of eligible residents aged over 12 having had one dose of a COVID-19 vaccine.

A total of 77 per cent of the eligible population are fully vaccinated.

A man in his 80s died with the virus at an aged care facility yesterday, taking the number of lives lost in the territory since the outbreak began on August 12 to seven.

Health Minister Rachel Stephen-Smith said cases were expected to rise after lockdown ends, but reassured the state had been preparing for an increase.

"Our health system has been planning for this for many months now," she said.

ACT Chief Minister Andrew Barr congratulated the territory on its "world class" first dose vaccination rates.

However, he emphasised the need for people to follow up and get their second dose, saying the first dose would not fight off the virus.

A number of restrictions will ease on Friday, allowing hairdressers and beauty salons to reopen, and people in the ACT can welcome others into their homes again.
